3.3 Scientific Research Centre
The Scientific Research Centre was opened at the end of 2011 as part of PCBS policy aimed at promoting the
use of statistical data in the field of scientific research and to enable researchers to access accumulative statistical
data provided in the administrative records, censuses and surveys conducted by PCBS in various economic,
social, demographic and geographic fields for scientific purposes, planning and policy making. PCBS has adopted
specific criteria and procedures to ensure data confidentiality and the privacy of individuals in accordance with
the Palestinian General Statistics Act of 2000.
The center has been provided with technical equipments and support services. A number of user applications
were examined by a committee and procedures were enacted based on the tasks and aims of the Centre.

3.4 Statistical Monitoring System
It is vital to establish and institutionalize a statistical monitoring system as a tool to monitor, document and follow up
on the current status of social, economic and environmental issues in Palestinian society. A detailed and comprehensive
database of various sectors, in coordination with the relevant ministries and government agencies, will enable the
identification and development of a list of national indicators for which data will be updated regularly for all main
indicators. These data made available to the institutions of the Palestinian National Authority and to civil and private
sector organizations can to be used in planning and to measure the performance and progress of development.
In 2012, PCBS instigated wider networking activities and conducted consultations with all government agencies
concerning indicators of various topics to be covered by statistics as follows:

A series of workshops to discuss indicators covered, including education, the economy, labor, culture,
governance, security, justice, Israeli violations and health.
•
Adoption of indicators covered by the statistical monitoring system and the design of models for collecting
data from sources, whether from administrative records, surveys or censuses.
