Coverage of the Census
The Establishments Census covers all economic
establishments in Palestine in 2012 in the private
sector, government, international organizations
and institutions, non-profit organizations and any
establishments engaged in an economic activity in the
marketplace or in factories and companies, or those that
have an economic activity in houses where the terms
of the definition of an establishment are applicable,
with the exception of those establishments engaged in
agricultural, forestry and fishing activities.
Stages of Implementation of the Census:
1. Inception phase
PCBS began preparations for the implementation of the Establishments Census in May 2011 with the formation
of technical committees. Preparations continued during 2012 with the following activities:
• Implementation of the pilot census for selected areas of the three governorates in the West Bank and
one governorate in the Gaza Strip.
• Production of a detailed report on the pilot census, including all stages, the main problems and difficulties
encountered, and the results and recommendations. These were incorporated in the implementation of
the census questionnaire and methodology.
• Processing of all necessary preparations and tools to conduct the census.
• Formation of a work team for the implementation of the project and a senior executive committee for
follow-up, supervision and guidance.
• Training, qualification and selection of directors and coordinators for the census in the governorates.
• Training and selection of supervisors, auditors and enumerators.
