6.7 Poverty Map Project
At the end of 2011, PCBS launched a
project to make a poverty map of Palestine.
This program aims to identify the poverty
zones by estimating poverty indicators at a
disaggregated level in a locality. Maps are
then used to display data on the locality in
terms of the health and education services
available, water systems, electricity and
power supply, sanitation, classification of
the locality as A, B or C area, location to
the Apartheid Wall and other indicators
to meet the needs of users currently and in
the future. The maps will provide a solid
foundation for policy-makers to formulate
development plans that assist communities, improve social protection, enable more focused targeting of the food
assistance program and assess the impact of Israeli measures on the movement of people and goods in terms of
the Apartheid Wall, military barriers and checkpoints.
For the purposes of this project, which was established by the research department of the World Bank, PCBS
staff participated in a two-week training course at the World Bank in Washington during November 2011. In
addition, PCBS received two TA missions from the World Bank in June and September 2012 to complete work
on the project and adopt a model to estimate poverty rates in the community. They also examined and compared
the results of the Household Expenditure and Consumption survey.
Within the framework of consultation and coordination with data users, PCBS held a series of workshops
with users to obtain feedback and evaluate findings. PCBS will prepare a report on poverty maps in Palestine
by locality before the end of 2012.
6.8 External Relations
In order to consolidate and strengthen
relations with Arab, regional and
international bodies, PCBS took an
active role in various forums, meetings
and statistical activities. At end of 2012,
PCBS assumed the rotating presidency
of the Council of Trustees of the Arab
Institute for Statistical Training and
Research, which lasts until the end of
2013. PCBS also participated in the 43rd
meeting of the Statistical Commission of
the United Nations, the conference of the
International Association of Official Statistics Award to young statisticians (IAOS), the meeting of the Economic
and Social Commission for Western Asia- ESCWA and the meeting of directors of national statistical institutions
in partner countries in the MEDSTAT program, in addition to participation in a data quality conference.
