Sampling

Sampling Procedure
Target Population

It consists of all individuals residing in their households in Palestine during 2020. This survey focuses, in particular, on households and individuals who were victims of criminal acts during the last 12 months preceding the implementation of the survey.

Sampling and Frame

The sample is a two stage stratified cluster sample with two stages of households residing in Palestine.

Sampling Framework
The sampling frame consists of the master sample, which was updated in 2017: Each enumeration area consists of buildings and housing units with an average of about 150 households, where we used it for the Labor Force Survey sample in 2020 and these units were used as primary sampling units (PSUs), in the first stage of choosing the sample

Sample Size
The sample size was 8,040 households.

Sample Design
The sample is a two stage stratified cluster sample with two stages:

First stage: selection of a stratified sample of 536 EA with (pps) method.

Second stage: Selection of a systematic random of 15 households from each enumeration area selected in the first stage.

Sample Strata
The population was divided by:
1- Governorate (17 governorates, where Jerusalem was considered as two statistical areas)
2- Type of Locality (urban, rural, refugee camps).

Response Rate
8,040 households, representative of Palestine, were selected. There were 6,294 completed households, including 4,228 in the West Bank and 2,066 in the Gaza Strip. Weights were adjusted to the design strata to adjust the impact of refusal and non-response rates. Response rate in the West Bank attained 83.2% and in the Gaza Strip it was 81.9%.

Weights were calculated to compensate for the incompletenesses made during the data collection process

Supervision
Questionnaires were filled in through personal interviews with one household member, capable of responding. The fieldwork started on October 4th 2020 in the West Bank and Gaza Strip governorates and ended on January 5th 2021. The fieldwork team was distributed to all governorates proportional to size of sample. The field team was provided with the necessary tools and equipment. In total, the team comprised 24 members including fieldwork coordinator, 4 supervisors and 19 fieldworkers.

8,040 households, representative of Palestine, were selected. There were 6,294 completed households, including 4,228 in the West Bank and 2,066 in the Gaza Strip.

There was ongoing communication with the field team in their field visits by the project management for updates on the work progress. Periodic meetings were held with the field team through different field visits. Problems facing fieldworkers in the field were discussed for finding proper solution and issuing instructions in case of unclear understanding of concepts and need further classification.
Data Collection Notes
Field operations involve the actual survey work to collect the data required for every household. Success in this stage is a key issue that was conducted in detail. It involved providing the necessary technical and administrative supplies including training and material resources for better performance.

Training and Appointment
Fieldworkers received training on different field operations in general as part of the comprehensive training for the Labor Force Survey prior to the commencement of survey implementation since the Victimization Questionnaire was an annex to the Labor Force Survey Questionnaire of the fourth quarter of 2020. Fieldworkers training included training on data collection, fieldwork literatures including asking questions, recording answers, conducting interviews literature in addition to a special training on the specificities of the Victimization Survey. The special training covered the questionnaire, a general background on the topic, and the terminology used in the survey. Training was conducted in Ramallah for fieldworkers from north, middle and south of the West Bank and in Gaza for fieldworkers from Gaza Strip. Training in Gaza Strip was implemented through live broadcast via Video Conferencing.

The training covered the following key issues:
• Introduction to Victimization Survey and its goals;
• Definition of the terms used in the survey;
• Filling in the questionnaire;
It also included theoretical presentations and practical training to help fieldworkers acquire the necessary skills for data collection.

Questionnaires

Questionnaires
The questionnaire is the main survey tool to gather information. It must be conforming to the technical standards of the fieldwork and should respond to the requirements of data processing and analysis. The questionnaire is composed of three sections:
· The first part involves general questions on criminal offenses (theft, threat, assault, etc.) at the household level;
· The second part has detailed questions about, victim of criminal offenses and the sociodemographic characteristics of perpetrators;
· The third section relates to individuals feeling of security and their opinion about drug phenomenon, and individuals who have experienced discrimination. It should be noted that the questionnaire is an annex to the Labor Force Survey Questionnaire in the fourth quarter of 2020.

Data Processing

Data Editing
During fieldwork, data files were withdrawn three times for purpose of cleaning errors and preparing statements of amendments prior to returning to fieldwork, if needed. Upon completion of the entry and editing phase, In the last phase, data were prepared for tabulation and dissemination, then were inter-linked through relations. Internal checks were conducted for answers out of scope and comprehensive databases for implementation through an output program to locate statements' errors and amend the questionnaires to prepare for clean, accurate, ready to publish and ready to tabulate data.

Data Appraisal

Estimates of Sampling Error
Data in this survey is affected by sampling error because of use of a sample rather than a full census of all study population units. Therefore, differences from real values are expected to appear through censuses. Variance was calculated for the key indicators. The variance calculation table is annexed to this report. There are no problems at the level of publication of the said estimates at national (State of Palestine) and regional (West Bank and Gaza Strip) levels.
Data Appraisal
Comparisons were made between the results of this survey with the previous surveys. Comparisons were made at household and individual levels. The tables of these comparisons are included in the introduction to the main tables of the survey.
