Series Information
The central statistical offices in most countries place heavy emphasis on constructing sound databases for all activities within theTransport, Storage and Communication sector. PCBS' Transport, Storage and Communication Statistics Program is part of the
Economic Statistics Program, which is part of the larger program for establishing the System of Official Statistics for Palestine. PCBS initiated, in the reference year 1994, the economic surveys series. The series includes, in addition to the transport and storage
survey, surveys on industry, internal trade, construction-contractors, and services sectors for the purpose of establishing a time series data base of economic activities in line with international recommendations specified in System of National Account (SNA) 93
and in the UN manual for Services Statistics. The sampling frame for the different economic surveys was based
on the findings of the 1997 Establishment Census conducted by PCBS.

Sampling Procedure
The number of establishments in Transport and Communication survey for the base year 2002, frame - (551), which form the whole frame distributed in remaining West bank and Gaza Strip governorates depending on the 1997 population, housing and establishments census in determining of the frame of transport establishments where comprehensive counting for all construction activities was adopted.

The sampling weight of the enterprise is the mathematical turned of the possibility selection of that enterprise. It is necessary to use weights in the estimation of the survey society because of the differentiation in the possibility of enterprises' selection from
another one.

Supervision
For insuring data quality, a series of measures were taken in to a account that support accuracy of data collection
through the following:
· Selection of specialized fieldwork team of economic back ground, the team was trained theoretically and practically
on the survey questionnaire.
· The main fieldwork team was selected according to the training course.
· Field work visits by both fieldwork and project management staff for monitoring and following up data collection
process and progress of work, An average of two visits for each governorate, a bout 90% of completed
questionnaires was reviewed and corrected if needed, comments and notes were directed to the team accordingly.
· Different levels of supervision and monitoring toke place a according to the following division:
o Fieldworkers
o Fieldworkers supervisors
o Fieldwork coordinator. (Each of them has responsibilities in monitoring )
· Project management receive a daily progress report about completeness and response.
· Conducting a refreshment training course during the stage of data collection for emphasizing the main issues of
training and answering questions of fieldworkers about issues faced them in the field.
Data Collection Notes
Selection and Training of Field workers:
Field workers are subjected to personal interviews and undergo certain practical and theoretical training to provide them with the key components and the definitions of the questionnaire. The best trainees who pass the theoretical and practical training chosen to collect data.

Fieldwork Management and Organization:
Fieldwork directorate supervises data collection and coordinate to the fieldworkers to perform the set plans for each survey. The fieldwork staff constitute of coordinators, supervisors in addition to the editing staff. Implementing this mission requires the existence of district offices close to working areas to be used as centers for fieldwork staff and fieldwork tools.

Data Collection Method:
Fieldworkers collect data through personal interviews with the owners or the managers of the selected economic establishments.

Fieldwork editing:
Fieldworkers and supervisors make an initial formally and technically editing depends on prepared editing rules.

Office Editing:
The filled questionnaires are subjected to editing where the inaccurate questionnaires resend to the fieldwork again to correct the mistakes and to complete the missing parts.

Coding:
After finish editing process the completed questionnaires subject to coding process to be prepared to the data entry process.

Questionnaires

Questionnaires
They are one forms of the Transport and Storageand Communication survey questionnaire 2002 of the Palestinian Territory, it's related to household and branches, and the non-financial companies sector. The questionnaire contains the following main variables:
1. The persons engaged in enterprise and compensation of these employees.
2. Value of output from the main activity and secondary activity.
3. Production inputs of goods and services.
4. Payments and transfers.
5. Taxes on production.
6. Assets and capital formation.

Data Processing

Data Editing
To ensure the quality and consistency of data, a set of measures was introduced as follows:
· Creation of a data entry program prior to the collection of data to ensure this would be ready.
· A set of validation rules were applied to the program to check the consistency of data.
· The efficiency of the program was pre-tested by entering a few questionnaires, including incorrect information, and checking its efficiency in capturing the incorrect information.
· Well-trained data entry personnel were selected and trained for main data entry.
· Weekly data files were received by project management to be checked for accuracy and consistency: correction notes were provided to data entry management for implementation.
