Construction Cost Index (CCI), Road Cost Index (RCI), Water Networks Cost Index (WNCI) and Sewage Networks Cost Index (SNCI) in the West Bank* during October, 10/2025

Slight decrease in the Construction Cost Index (CCI) for Residential Buildings

The Construction Cost Index (CCI) for residential buildings in the West Bank* reached 119.70 with a slight decrease of 0.05% during October 2025 compared with September 2025 (base year 2013=100).

At the level of major groups, the prices of rental of equipment decreased by 0.47%, and the prices of raw material slightly decreased by 0.06%. While, the prices of the labor costs and wages remained stable during October 2025 compared with the previous month.

Slight decrease in the Construction Cost Index (CCI) for Non-residential Buildings

The Construction Cost Index (CCI) for non-residential buildings in the West Bank* reached 118.53 with a slight decrease of 0.09% during October 2025 compared with September 2025  

At the level of major groups, the prices of rental of equipment decreased by 0.48%, and the prices of raw material decreased by 0.12%. While, the prices of the labor costs and wages remained stable during October 2025 compared with the previous month.

Slight decrease in the Construction Cost Index (CCI) for Skeleton Buildings

The Construction Cost Index (CCI) for skeleton buildings in the West Bank* reached 117.04 with a slight decrease of 0.01% during October 2025 compared with September 2025 (Base year 2013=100).

At the level of major groups, the prices of rental of equipment decreased by 0.47%. While, the prices of raw material slightly increased by 0.01%. At the same time, the prices of the labor costs and wages remained stable during October 2025 compared with the previous month.

Slight increase in the Road Cost Index (RCI)

The overall Road Cost Index (RCI) in the West Bank* reached 114.29 with a slight increase of 0.04% during October 2025 compared with September 2025 (Base month December 2008=100). 

At the level of major groups, the prices of operating costs of equipment and maintenance increased by 1.66%, and the prices of raw material slightly increased by 0.04%. While, the prices of rental of equipment decreased by 0.16%. At the same time, the prices of the labor costs and wages remained stable during October 2025 compared with the previous month.

Slight decrease in the Water Networks Cost Index (WNCI)

The overall Water Networks Cost Index (WNCI) in the West Bank* reached 127.26 with a slight decrease of 0.01% during October 2025 compared with September 2025 (Base month January 2010=100).

Water Reservoirs Cost Index reached 113.68 with a decrease of 0.71%.While, the Water Networks Cost Index reached 133.43 with an increase of 0.26% during October 2025 compared with September 2025.

Decrease in the Sewage Networks Cost Index (SNCI)

The overall Sewage Networks Cost Index (SNCI) in the West Bank* reached 115.31 with a decrease of 0.67% during October 2025 compared with September 2025 (Base month January 2010=100).

1.   Gaza Strip data is not available.

2.   The difference in the percentage change in major groups of roads, construction, water networks, and sewage networks cost index is due to the nature compositions of these major groups.

*Data exclude those parts of Jerusalem, which were annexed by Israeli Occupation in 1967.
