It consists of a list of enumeration areas used as PSU's in the first stage of selection, and the household frame was used in the enumerator areas to choose households in the second level. The frame of the households has been updated in the enumerator areas for the new general sample at the end of year 2003.\n\nSampling Design\nThe sample of this survey is a sub-sample of the Labour Force Survey (LFS) sample, which is conducted every 13 weeks. The sample of LFS is distributed over 13 weeks. The sample of the Household Energy Survey occupies six weeks of the third quarter of 2009 of the LFS.\n \nStratification:\nIn designing the sample of the LFS, three levels of stratification were made:\nStratification by number of households.\nStratification by place of residence which comprises:\n      (a) Urban           (b) Rural        (c) Refugee camps\nStratification by locality size.\n\nSample Unit:\nIn the first stage, the sampling units are the enumerator areas (clusters) in the master sample. In the second stage, the sampling units are households.\n\nAnalysis Unit:\nAnalysis units are composed of households.\n\nSample Size:\nThe sample size is of (3,234) Palestinian households in the West Bank and Gaza Strip, where this sample has been distributed according to the locality in urban areas, in rural areas and in refugee camps.","coll_mode":["Face-to-face [f2f]"],"research_instrument":"The design of the questionnaire for the \nHousehold Energy Survey was based on \nthe experiences of similar countries as \nwell as on international standards and \nrecommendations for the most important \nindicators, taking into account the special \nsituation of the Palestinian Territory.","coll_situation":"Fieldworkers were trained on the main \nskills relevant to the survey before the \nstart of data collection.  Instructions for \nfilling the questionnaire were made \navailable for the interviewers. The training \nprovided fieldworkers with aims and \ndefinitions of the different indicators of the \nsurvey.","act_min":"Fieldworkers were distributed to all \ngovernorates proportional to the sample \nsize of each governorate.  The fieldwork \nteam consisted of 24 members, including \none fieldwork coordinator, 4 supervisors, \n4 editors and 15 interviewers.\nSeveral measures had been taken to \nensure the efficiency of quality controls in \nthe survey, such as: the training of \nfieldworkers on the main skills before the \nstart of data collection, conducting field \nvisits to fieldworkers to ensure the \nintegrity of data collection, editing of \nquestionnaires before data entry, using \ndata entry application that does not allow \nany mistakes during the process of data \nentry, and then examining the data. This \nwas done to ensure data is error free ; \nwhile cleaning and inspection of the \nanomalous values have been made to \nensure harmony between the different \nquestions on the questionnaire.","weight":"The weight of statistical units (sampling \nunit) in the sample is defined as the \nmathematical inverse of the selection \nprobability where the sample of the survey \nis two stage stratified cluster sample, so In \nthe first stage, we calculate the weight of \nenumeration areas which  depending on \nthe probability of each enumeration area \n(a systematic random sample), then In the \nsecond stage we calculate weight of \nhouseholds in each enumeration area, \nInitial households weights resulted from \nproduct of weight of first stage and weight \nof second stage, final households weights \nobtained after adjustment of initial weights \nwith the households estimates middle of 2009 \non the level of design strata (governorate, \nlocality type).","cleaning_operations":"The data processing stage consisted of \nthe following operations:\nEditing and coding before data entry: All \nquestionnaires were edited and coded in \nthe   office using the same instructions \nadopted for editing in the field.\n \nData entry: At this stage, data was \nentered into the computer using a data \nentry template developed in Access. It includes also the response rates in this survey and their effect on the assumptions.  This section includes:\n\n1.  Sampling Errors\nThese types of errors evolved as a result of studying a part of the society and not all of it. Because this survey is a sample, the data of this survey will be affected by sampling errors due to using a sample and not the whole frame of the society. Differences appear compared with the actual values that could be obtained through a census. For this survey, variance calculations were made for average household consumption and total consumption for the different types of energy in the Palestinian Territory.\n\n2.  Non Sampling Errors\nThese errors are due to non-response cases as well as the implementation of surveys.   In this survey, these errors emerged because of (a) the special situation of the questionnaire itself, which depends on a type of estimation, (b) diversity of sources (e.g., the interviewers, respondents, editors, coders, data entry operator, etc).\n\nThe sources of these errors can be summarized as: \nSome of the households were not in their houses and the interviewers could not meet them.\nSome of the households did not give attention to the questionnaire.  \nSome errors occurred due to the way the questions were asked by interviewers.\nMisunderstanding of the questions by the respondents.\nAnswering the questions related to consumption by making estimations.","data_appraisal":"The data of the Household Energy \nSurvey is comparable geographically and \nover time by comparing the data between \ndifferent geographical areas with the data \nof previous surveys and census 2007."}},"data_access":{"dataset_use":{"conf_dec":[{"txt":"Article (17)\n1.
